Regulatory Update: New Testing Provisions for RLAN 6 GHz Devices in Indonesia (Effective 15 January 2026)

The Directorate General of Digital Infrastructure (DJID), under the Ministry of Communication and Digital Affairs (KOMDIGI), has officially issued an important regulatory update regarding the testing and certification of Radio Local Area Network (RLAN) devices operating in the 6 GHz band.

Based on Official Letter No. B-63/DJID.3/SP.04.06/01/2026 dated 13 January 2026, DJID has confirmed changes to the authorized laboratories permitted to issue test reports for RLAN 6 GHz devices, following the expiration of specific transitional provisions under Ministerial Decree No. 12 of 2025.

This update is critical for manufacturers, brand owners, importers, and certification applicants planning to certify Wi-Fi 6E and other RLAN 6 GHz devices for the Indonesian market.

Key Regulatory Reference

This notification is issued based on:

  1. Ministerial Decree of KOMDIGI No. 12 of 2025
on Radio Frequency Spectrum Based on Class License and Technical Standards for Radio Local Area Network (RLAN); and
  2. Evaluation results of RLAN 6 GHz test reports conducted during 2025, as reviewed by DJID.

With the expiration of Diktum Kesembilan (Ninth Provision) of KM KOMDIGI No. 12/2025, new testing provisions officially apply.

Effective Date: 15 January 2026

Starting 15 January 2026, test reports for RLAN devices operating in the 5925–6425 MHz frequency band may only be issued by authorized laboratories as defined below.

Any certification application submitted after this date must comply with the updated testing requirements.

Authorized Laboratories for RLAN 6 GHz Testing

As of 15 January 2026, RLAN 6 GHz test reports are valid only if issued by:

1. Domestic (Indonesian) Testing Laboratories

Balai uji alat dan/atau perangkat telekomunikasi within Indonesia that are officially recognized and have the appropriate testing scope for RLAN devices.

2. Foreign Testing Laboratories under MRA

Foreign laboratories located in countries that have a Mutual Recognition Agreement (MRA) with Indonesia, provided that:

  • The laboratory scope explicitly covers RLAN testing, and
  • The testing complies with Indonesian regulations for the 5925–6425 MHz band.

Test reports issued outside these two categories will no longer be accepted for DJID/SDPPI certification of RLAN 6 GHz devices.

Scope of Devices Affected

This regulatory update applies to all Radio Local Area Network devices operating in the 6 GHz band, including but not limited to:

  • Wi-Fi 6E access points
  • Wi-Fi 6E routers
  • Wi-Fi 6E client devices
  • Enterprise and industrial RLAN equipment
  • Any telecommunication device utilizing RLAN technology within 5925–6425 MHz

All such devices remain subject to mandatory DJID (formerly SDPPI/Postel) certification before being imported, distributed, or marketed in Indonesia.

Important Reminder for Certification Applicants

  • Test reports issued before 15 January 2026 remain valid only if they comply with the applicable provisions at the time of issuance.
  • New test reports issued on or after 15 January 2026 must strictly follow the updated laboratory eligibility requirements.
  • Submitting a test report from a non-recognized or non-MRA foreign lab may result in rejection or delays during the DJID certification process.

Why This Update Matters

This change reflects DJID’s ongoing efforts to:

  • Strengthen regulatory oversight of advanced wireless technologies,
  • Ensure technical compliance and interference protection, and
  • Align Indonesian certification practices with international standards and bilateral recognition frameworks.

Failure to comply may lead to:

  • Certification rejection,
  • Additional testing costs,
  • Delays in product launch,
  • Regulatory non-compliance risks.
