The Indonesian Ministry of Communication and Digital (KOMDIGI) has officially issued Ministerial Decree No. 45 of 2025 on Technical Standards for GSM (2G) and IMT-2000 (3G) devices. The Directorate General of Digital Infrastructure (DJID) has confirmed that KOMDIGI Ministerial Decree No. 45 of 2025 on Technical Standards for GSM and IMT-2000 devices was signed and enacted on February 18, 2025.
This decree will fully take effect after 6 months, specifically on August 18, 2025.
Why Was the Regulation Updated?
As telecommunications technology advances, older standards no longer meet the needs of the industry and regulatory environment. The new decree aims to:
- Ensure user safety and device reliability.
- Prevent frequency interference in Indonesia’s telecom networks.

Main Technical Requirements
Devices under this regulation must comply with:
- Frequency Bands allocated under TASFRI (Indonesia’s Frequency Allocation Table).
- Electrical Safety based on IEC 60950-1 or IEC 62368-1.
- Electromagnetic Compatibility (EMC) compliance with CISPR 32 or ETSI EN 301 489.
- RF Performance covering power output, spurious emissions, and frequency stability.
- Network Interoperability to ensure compatibility with Indonesian operators.
Testing & Certification Process
All GSM and IMT-2000 devices must undergo testing at accredited laboratories, either in Indonesia or recognized foreign test labs. The resulting test report is mandatory for submitting applications for SDPPI/DJID Certification.
