New Technical Standards for Free Space Optics (FSO) Devices – KM KOMDIGI No. 43/2025

The Indonesian government has issued KM KOMDIGI No. 43/2025, updating the Ministerial Decree KOMINFO No. 59/2022, to establish the latest technical standards for Free Space Optics (FSO) telecommunications devices.

What is Free Space Optics (FSO)?

Free Space Optics (FSO) is a telecommunication technology that uses light propagation through the air to transmit information in a point-to-point and line-of-sight configuration.

FSO Device Certification Requirements

All FSO devices must meet the following regulatory requirements:

  1. Mandatory Certification
    • FSO devices must obtain a Telecommunication Equipment Certificate that complies with Indonesia’s technical standards.
  2. Additional Requirements for Laser Class 2, 2M, 3R, and 3B
    • Submission of a cooperation agreement with a licensed telecommunication network provider.
    • A statement of commitment ensuring that the device is only sold to licensed telecommunication network providers.

Key Points of KM KOMDIGI No. 43/2025

1. Compliance with Technical Standards

FSO devices must meet the following technical parameters:

  1. Power Supply
  2. Electrical Safety
  3. Electromagnetic Compatibility (EMC)
  4. Laser Safety Compliance
  5. Interface Interoperability

2. Laser Safety Requirements

a. Uplink (Point-to-Point) Laser Standards

Lasers must comply with Class 1, 1M, 2, 2M, 3R, or 3B, as per IEC 60825-1 and IEC 60825-12.

b. Laser Safety and Installation Regulations

The location of FSO device installation will determine the allowed access level and emission usage.

c. Data Line Interface Laser Standards

Lasers used in optical data lines must meet Class 1 or 1M safety standards under IEC 60825.

d. Access Level Classification

The classification for Access Levels 1, 1M, 2, 2M, 3R, and 3B is detailed in Appendix II of the regulation.

e. Four Location-Based Classification Types

FSO device deployment is categorized into four types based on safety and operational requirements.
