Peraturan Menteri Komunikasi dan Digital Nomor 2 Tahun 2025: Radio Frequency Spectrum Use Under Class License

The Indonesian Ministry of Communication and Digital Affairs (KOMDIGI) has issued Regulation No. 2 of 2025, revising the previous Ministerial Regulation No. 2 of 2023 regarding the use of radio frequency spectrum based on a class license. This update aims to provide clearer technical and operational guidelines for telecommunications and radio frequency devices that operate under class licenses in Indonesia.

Additional Frequency Allocations

The regulation introduces new frequency allocations for certain device types:

📡 Radio Local Area Network (RLAN):
🔹 5925–6425 MHz
🔹 57–64 GHz

For detailed information of the new RLAN regulation, please refer to KEPMEN KOMDIGI NO. 12 of 2025 on Radio Frequency Spectrum Based on Class License and Technical Standards for Telecommunication Equipment and/or Telecommunication Devices for Radio Local Area Network (RLAN).

📡 Short Range Devices (SRD):
🔹 315–405 kHz
🔹 1700–1800 kHz
🔹 10.2–11 MHz
🔹 433–434.79 MHz

PERATURAN MENTERI KOMUNIKASI DAN DIGITAL REPUBLIK INDONESIA NOMOR 2 TAHUN 2025

The new regulation includes two major attachments that specify:
📌 Radio Frequency Spectrum Allocation for Telecommunications Equipment
📌 Technical and Operational Requirements for Telecommunications Devices

Attachment 1: Radio Frequency Spectrum Use Under Class License

The revised regulation classifies the following telecommunications devices that are permitted to operate within a class license framework:

  • Short Range Devices (SRD)
  • Low Power Wide Area Network (LPWAN)
  • Radio Local Area Network (RLAN)
  • International Mobile Telecommunications (IMT) with Class Licensing

Attachment 2: Technical and Operational Requirements

This section outlines the technical parameters and operational standards for the following telecommunications devices:

  • Radio Local Area Network (RLAN) – Used for Wi-Fi and wireless internet services.
  • Low Power Wide Area Network (LPWAN) – Supports IoT and smart city applications.
  • Short Range Devices (SRD) – Includes devices like Bluetooth, RFID, and wireless microphones.
  • International Mobile Telecommunications (IMT) with Class Licensing – Ensures efficient use of mobile network frequencies.
  • Private Mobile Radio (PMR) – Used for secure communication in business and industrial applications.
